Light Ball isn't a Poke'mon,it's a special item for Pikachu.

How to get:You can find it on some pikachu, but only 5%, so try to catch more to see that you can get one or not!

No,there's one attack can help you to see that Pikachu has an item or not(I'm sorry I forget the name),a few fighting poke'mon can learn it ,so you don't have to waste your Poke'Balls.(Of couse not all the items are Light Balls,some of them are nuts.)

In RS, U can only catch pikachu in the safari zone!
u cannot hit them
