raises the pokemon's sp.attack by one stage(x1.5) when hitted by water type moves,
single use only.

P.s.The pokemon will still recieve damage by water type moves,
      it's not equal to Storm Drain(よびみず) as Storm Drain will make the pokemon immune to water type moves.
