如上,為什麼我的戰斧龍能不斷outrage而沒有混亂呢??(已解決,謝)

我方木棉,對方螳螂(中了ENCORE)

我方隨手,對方SWORD DANCE
這時ENCORE完結
回合2
我方再ENCORE,但失敗,對方Bullet Punch打中我方
本以為對方會再吃ENCORE而SWORD DANCE
(因為惡作劇之心令ENCORE優先度+1,與Bullet Punch一樣,那麼高速的木棉應該先攻)
但事實是對方成功打出Bullet Punch,我方ENCORE失敗
這又是什麼情況??
