去smogon發現他們對這特性做了測試結果如下

Encourage: Attacks with a chance of secondary effects do 30% more damage, but lose that secondary effect chance.

Secondary effects: burn, confusion, flinch, freeze, paralysis, poison, sleep, and stat-downs on the opposing pokemon, on attacks that deal damage.

簡單講要發動特性就需要攻擊招式對敵人造成傷害之外且要有機會對敵人產生第二效果。例如爆裂拳是否符合要求？因為敵人中左爆裂拳100%會混亂同上面要有機會對敵人產生第二效果不符所以爆裂拳不會發動全力攻擊特性。
