For/To me, the test is very difficult

For/To me, this isn't a big problem.

a) Did you say you would submit your work to me?
b) Did you say you will submit your work to me?

1. For me, the test is very difficult.
Same as: The test is very difficult (for me) (to pass).

For me, this isn't a big problem.
    Collocation: a problem for somebody

    Example of "to me":
The test seems difficult to me.
Collocation: seem (adj.) to somebody / seem to somebody that (clause)

2. a) Did you say you would submit your work to me?
The auxiliary verb "did" only affects the following main verb in the clause, i.e. "say".
After the main verb "say", that is another clause, which should follow the rule of reported speech.
