For me, this isn't a big problem. Collocation: a problem for somebody
Example of "to me": The test seems difficult to me. Collocation: seem (adj.) to somebody / seem to somebody that (clause)
2. a) Did you say you would submit your work to me? The auxiliary verb "did" only affects the following main verb in the clause, i.e. "say".
